The new Harris Teeter Grocery store under construction should open soon. It is scheduled to open in mid June. The store is located in "Rivertowne Place" at the entrance to Rivertowne Country Club. A new O'Brion's Pub and Restaurant will also be a tenant in Rivertowne Place as will a liquor store and Rivertowne Alterations and Cleaning.

State Report Card Scores Just Released

The 2009 State Report Cards were released today with a number of schools showing improved scores over 2008.However, according to a story in the Post and Courier newspaper "the improvement primarily stems from changes to the state's accountability test and scoring system, and it will take another year before test scores can be compared exactly from one year to the next. State education leaders cautioned against making year-to-year comparisons, and they said elementary and middle schools didn't have as high a bar to cross this year to receive better ratings."

Even though apparently the 2009 scores have been "watered down" to a degree, they should be helpful in comparing the relative performance of the different schools to each other. Even though the scores from Charleston County remain poor as a whole, the Mt. Pleasant scores are impressive, with every school obtaining an "excellent" grade with the exception of one, Laing Middle School which received a grade of "good":

Accessory living units on Mt. Pleasant lots to be legal

A new town of Mt. Pleasant ordinance taking affect in mid March 2010 will allow home owners to build or utilize an accessory dwelling on their lot and to also rent it out as long as the home owner meets certain conditions. They must provide a site plan showing that the new unit will be set back far enough from the property lines and will have its own off-street parking space. No accessory dwelling can exceed 850 square feet or 25 feet in height. Only one will be allowed per lot and the property owner must live in either the main house or the accessory. No accessory unit may house more than three people.

Neighborhoods/subdivisions may have to modify their covenants and bylaws to allow for accessory dwellings.

I'On developer Vince Graham has reportedly said that accessory dwellings would be welcome in 'On.

Building Plans For A New Jennie Moore Elementary and Laing Middle School

The increase in the student population in the town of Mt. Pleasant has led Charleston County School official to revise and expand their plans for a new Jennie Moore Elementary and Laing Middle School. The district plans on building a three-school campus that would add a 1000 seat primary school and increase the capacity for the new Jennie Moore Elementary School by 100 student to a total of 900 students.

The three school campus will mirror the trio of schools built in Park West. It is hoped that the new schools will be completed by 2013.

The new East Cooper Medical Center is scheduled to open on or about April 1, 2010. Most of the construction is finished, 2010 but it will not be until February before equipment and furnishings are relocated to the new facility.

South Carolina Legislators Consider Changing Property Tax Rules

The following information was taken by a recent news article in The Post and courier Newspaper.

The current property tax system caps increases in the taxable value of a property at 15 percent during the county-wide reassessments, which is conducted roughly every five years. The value of substantial improvements to a property, such as an addition, can be added to assessments. And if the ownership of a property changes, it then is reassessed at full value.
But legislation awaiting action in the state Senate would put a 15 percent cap on the assessment changes that follow a change in ownership. Supporters say the change would spur economic development. Capping point- of-sale reassessments would remove an estimated $44 million in revenue from schools and local governments annually, the state estimates, resulting in possible property tax rate increases that would affect all property owners, cuts in school budgets and local services or both.

Developers Of Carolina Park Sued

According to an article in The Post and Courier newspaper, the developers of Carolina Park a facing a foreclosure lawsuit for allegedly defaulting on a $25 million loan. The newspaper stated that a Charleston based investment group, Palmetto Debt Holding LLC is seeking to foreclose on hundreds of acres of property the borrowers had pledged as collateral in Carolina Park. The Wando High School site as well as Roper St. Frances Hospital sites are excluded from the foreclosure.

According to the newspaper article, "the borrowers could turn over the land deeds without a legal fight, or they could line up new financing to pay off the $25.3 million balance, which is growing at a rate of nearly $4,700 a day. Filing for bankruptcy protection is an extreme option that would buy time. The Carolina Park has been known for years as the Marino Tract.

It is interesting to note that according to the Charleston mls, 22 vacant residential building lots being marketed by Carolina One Real Estate were withdrawn from the market in Carolina Park on September 24, 2009;

I was out today taking photos of the new Mt. Pleasant Waterfront Park for my web site and would like to share them with my Mt. Pleasant Blog visitors. The new Waterfront Park is one of the many attractions found in Mt. Pleasant and why many residents are willing to pay more for a home than in some other Charleston area towns and communities to be closer to Historic Charleston, the beach, water activities and other unique attractions.

The 14 acre 14 million dollar Waterfront Park located at the foot of the Arthur Ravenel Bridge in Mt. Pleasant, SC opened on July 4, 2009. It includes a sweetgrass cultural arts building, a 6200 sqft. visitor center, war memorial, playground and a 1250 foot long fishing pier.

I just learned today that Brentwood Homes will be the first 'tract" builder constructing homes in Carolina Park. Brentwood Homes hopes to start construction of two spec homes in the next few weeks. The two homes will be priced in the $420,000 to $450,000 range. The smaller of the two will be approximately 2213 sqft. with 4 bedrooms and 2 1/2 baths. The larger and more expensive home will be 2624 sqft. with 4 bedrooms and 3 1/2 baths. Brentwood homes builds homes throughout the Charleston area. In 2006, Brentwood became the largest "green" builder in South Carolina, committing that all homes built in Charleston would meet the EarthCraft House standard. As of September 2008 the steel erection was in process, the north retaining wall was complete, the privacy fence at the property line was compete, the first floor concrete slabs were poured, the second floor concrete floor was being poured and the roof decking for the mult-purpose area was in progress.

In the summer of 2006, Mount Pleasant Academy was "relocated" to the old Wando High School. A new 65,000 sqft. school is being built on the old site which will include 26 general purpose classrooms, 5 special education classrooms, 2 computer labs and 3000 sqft. of multi-purpose rooms. It is located on the site of an old packing facility that packed and shipped crops for many local growers including Boone Hall as late as 1983. The market specializes in a full line of locally grown South Carolina produce, meats and specialty products. It is also a location for Mount Pleasant Seafood, a local favorite seafood market on Shem Creek in Mount Pleasant since 1945.

New Recreation Master Plan for the Town of Mt. Pleasant Released

“The in-depth study, completed in early 2008, employed several planning techniques that included meetings with recreation and planning staff, booster club presidents, public input workshops, resource inventories, demographic analysis and a public opinion survey,” said Ken Ayoub, Recreation Deputy Director.

On July 31, 2008, the Town of Mount Pleasant, SC unveiled the new Recreation Plan for the town. The following was obtained from the Town of Mt. Pleasant Web Site:

“The master plan will guide the Town in developing appropriate recreation facilities through 2017,” said Town Administrator Mac Burdette. “Our master plan, when approved by Council, will be incorporated into the Town’s Comprehensive Plan Update, and will assist present and future policy makers in reaching decisions that will continue to keep Mount Pleasant at the forefront of recreation. It is important for everyone to understand that the plan offers a roadmap for the development of facilities that will allow us to provide our recreation services. It is not intended to be a wish list. Our financial resources are restricted and we must plan accordingly.”

The plan includes a current resource inventory, a map of existing parks and facilities, a listing of recreational programs offered, maps and graphs delineating anticipated growth within the corporate limits, and proposed park development options with associated costs for capital improvements and upgrades.

On August 14, 2008, The Post and Courier Newspaper reported that Harris Teeter plans to build a 53,000 sqft. grocery store at the corner of Highway 41 and Rivertowne Parkway in Mt. Pleasant. It will be the chains largest in the Charleston area. There will be 242 parking spaces and two smaller 3200 sqft. stores in "Rivertowne Place." The new store will have the ususal features, a seafood section, sushi bar, deli and could include high end extras such as an olive bar, cheese bar and Starbucks coffee shop. This new grocery store will be a welcome addition for residents of Rivertowne Country Club, Rivertowne On The Wando and Dunes West.

New Google Data Center in Charleston

The New Google Data Center in Berkeley County, South Carolina

In 2007, Google announced plans to build a $600 million dollar datacenter on a 210 acre site in the Mt. Holly Commerce Park in Berkeley County in Goose Creek not far from Charleston. The new center is expected to initially create 200 new jobs. The jobs to be created at this facility will have work shifts spread out over 24 hours.

At each data center, the company hires senior positions first such as a site manager, system administrators, technology assistants, Linux administrators and food service workers for a company cafeteria. Reportedly, workers will earn $48,000 a year on the average with unlimited sick days, free at work meals and stock options. The data facility will house banks of computers to process Google data searches, map and photo requests and e-mails.

According to the Google web site, limited testing of the facility should have been started in the first quarter of 2008 and fully operational in the second half of 2008.

Mt. Pleasant Considering a 2009 Property Tax Increase

According to an article in The Post and Courier Newspaper, the town of Mt. Pleasant is considering a 2009 property tax increase.

The first property tax hike in more than a decade might be necessary next year to avoid cutting services and to keep the town in good financial shape, Mount Pleasant Administrator Mac Burdette said Thursday.

Burdette said that either a 6.7 percent property tax rate increase or a South Carolina Electric & Gas franchise fee increase, to 5 percent, is needed to offset projected declining revenue in fiscal year 2009-2010, which begins next July 1. The town last raised property taxes 16 years ago.

"Just because Mac presents it doesn't mean we're going to approve it. Council has not approved any of that stuff," said Councilman Billy Swails.

Meanwhile, the town is taking steps to cut expenses. Burdette is eliminating 40 staff positions through attrition. The town employs more than 500 people. Beginning next July, workers will be asked to absorb more of the cost of health care to save $250,000 annually. Annual pay increases will be cut in half. Eliminating 25 positions by July 1, 2009, will save $1.2 million. Cutting another 15 positions by July 1, 2010 will save $700,000, he said.

If approved for fiscal 2009-2010, the higher tax rate would add $40 to the annual tax bill for a $400,000 home. The increased franchise fee would add $4 to a $200 monthly electric bill. Either of the measures would generate about $1 million more in town revenue, he said.

The economic engine that drove town development at such a rapid pace has sputtered. "We've had an incredible run on growth," he said. He forecasts that the next two to three years will be lean ones for the town budget. The economic slowdown has already hit the town hard. It issued 700 residential building permits in 2005, the maximum allowed under a building permit cap instituted to control double-digit growth. It expects to issue about 200 residential building permits this fiscal year, he said.

Burdette advocates that the town aggressively encourage investment in the community to increase revenue. To that end, it has established an Office of Community Development and Tourism that will be administered by current staffers. "Growth is not a bad word. It's how you manage it and how you do it," he said.

Mount Pleasant South Carolina is an award winning town just minutes from the Charleston Historic District and the Isle of Palms and Sullivan's Island beaches. It has many subdivisions and communities to suit most tastes. One of my favorate is the Old Village of Mt. Pleasant, a historic area bordering the Charleston Harbor and just over the new Dan Ravenel Bridge from Charleston. I will be posting some other photographs of the Old Village shortly as well as information on housing prices in this historic area.
